Why Dubai Regulates Real Estate Brokers Through RERA

Dubai Land Department publishes a public directory of real estate brokers licensed by the Real Estate Regulatory Agency (RERA), accessible through DLD's website or the Dubai REST app, so buyers, sellers, landlords and tenants can verify a broker's registration before working with them.

In November 2022, RERA launched a Real Estate Brokerage Practice Guide to, in DLD's words, "enhance the level of awareness and knowledge of all real estate brokers" and raise professional competence across the sector. The guide covers the Trakheesi licensing system, the Dubai REST application, smart marketing and sales contracts, brokerage office and broker classification criteria, off-plan project marketing, amicable settlement procedures, broker card acquisition, the real estate brokerage register and professional ethics.

RERA states that brokers must abide by all directives covered in the guide, so that real estate transactions are conducted, in DLD's words, "in a healthy and transparent manner" and in line with applicable law. Separately, DLD requires brokers to pass an annual test to renew their broker licence, including a 12-hour brokerage empowering course with a minimum 70% result.
